Guide for Landlords OZEV Changes

With the changes made to the Office for Zero Emission Vehicle (OZEV) grant, from 1st April 2022 landlords are now able to apply for the EV Chargepoint Scheme.  Currently the service is manual, but it is soon to become digital and the process is slightly different for landlords wishing to claim this grant than for a tenant or flat owner. 

Register

Firstly, whether you are residential or commercial, you will need your eligibility for the grant to be confirmed so you must register as a landlord.  To do this you complete the EV chargepoint grant registration form and send it to LandlordAccounts@dvla.gov.uk.  Once your eligibility has been confirmed, you will receive a landlord registration number and an OZEV registered installer will then be able to carry out the installation/s.

Aside from a contact email address, to register as a landlord you will need either:

  • Company registration number from Companies House and a corresponding postal address, or
  • VAT registration number and corresponding postal address

If you are not registered at Companies House or do not have a VAT registration, then you will not be able to apply for the grant.

Who can apply?

If you fall under one of the following categories, you will be eligible to apply:

  • Landlord of rented property
  • Property Factor/Property Managing company
  • Owner of freehold of leased/rented property
  • Owner of a building’s common areas/manager of the building
  • Social housing provider – privately registered (PRP)
  • Public authority (e.g., government departments, emergency services)
  • Charity

What does the grant cover?

Landlords can claim up to 200 grants per annum for residential properties and an additional 100 grants for commercial properties.  You will be able to claim for up to 75% of the installation cost but the usual cap of £350 per installation applies.  The installation/s can be carried out at single or numerous properties (provided that OZEV criteria are met). 

Use the right application form

You must ensure that you use separate applications according to whether the installation/s is for residential or staff or fleet use.  If you complete a residential application for a commercial installation, your claim will be rejected and the same applies if you complete a commercial installation application for a residential property.

What properties are eligible?

  • The property must be located in England, Wales, Scotland or Northern Ireland.
  • Single unit residential properties (flats, houses) but not your own residence.
  • Multiple unit residential properties (apartment blocks)
  • Commercially let properties where the tenant has dedicated parking specifically for staff or fleet use (cannot be for public use)

NB: Holiday rentals are not covered by this grant.

Eligible Chargepoints

If a chargepoint is to be installed in a residential building, then it must be on the OZEV approved list of chargepoints for residential buildings.  If the chargepoint is to be installed in a commercial property, then it needs to be listed on the OZEV Workplace Charging Scheme (WCS) approved list of chargepoints.
